Andres Mendoza has served as President of MasTec Civil, LLC (formerly Condotte America) since 2015, leading the organization’s growth, strategic direction and delivery of major infrastructure programs throughout Florida and the Southeast region. His career with the company began in 1991, when he joined then Recchi America as a Field Engineer, launching a more than three decade journey marked by technical expertise, progressive leadership and deep commitment to the civil construction industry.
Throughout his career, Andres has contributed to and led a wide range of complex transportation projects, including interchanges, bridges, mass transit systems, highways and urban roadway programs. His project portfolio spans values from $2 million to $1 billion, and his experience covers bidbuild, designbidbuild and designbuildfinance delivery methods. His professional trajectory includes roles as Field Engineer, Project Engineer, Project Manager, Joint Venture Project Director, Contracts Manager and Executive Vice President, culminating in his current executive leadership role.
Beyond his operational and technical accomplishments, Andres is deeply engaged in industry leadership and community service. He currently serves on the Truist Local Advisory Board, is a former Director of the Florida Transportation Builders’ Association (FTBA) and is a past President and Director of the Engineering Contractors Association of South Florida.
Andres is a licensed Professional Engineer in both Florida and Virginia. He earned a Bachelor of Science in Civil Engineering from the University of Florida. Earlier in his life, he was also a competitive rower, serving as a member of the University of Miami Men’s Varsity Crew Team.
A dedicated leader with a lifelong commitment to civil infrastructure, Andres brings experience, industry insight and passion to every project and team he leads, strengthening MasTec Civil’s position as a premier heavy civil contractor.
Jose Angel Rodriguez serves as the Vice President of Operations at MasTec Civil. He is a seasoned construction executive with more than 25 years of experience delivering complex heavy civil and transportation infrastructure projects across the United States and internationally. Throughout his career, he has built a strong track record leading large-scale, multidisciplinary programs, with deep expertise in bidding, procurement, scheduling, cost control, and subcontractor management, as well as overseeing teams and driving performance across dynamic construction environments.
Prior to joining MasTec Civil, Jose held senior leadership roles at Ferrovial Construction US, including Vice President of Construction, where he played a key role in delivering major P3 projects such as the $600 million I-77 HOT Lanes project in North Carolina, managing project execution, budgets, and stakeholder coordination. Most recently, he served as Area Manager at Webber, leading operations across North Carolina, South Carolina and Virginia, with responsibility for project delivery, resource management, client partnerships and business development initiatives.
He is known for his commitment to excellence, collaborative leadership style, and dedication to delivering safe, high-quality infrastructure that meets the needs of clients and communities.
With more than four decades of international experience in financial management, administration and strategic planning for major civil engineering and infrastructure projects, Luciano Lo Giudice serves as Vice President and Chief Financial Officer of MasTec Civil, LLC. Since joining the organization in 2002, he has led the finance and accounting functions for largescale transportation and civil works programs across Florida, supporting key clients such as the Florida Department of Transportation (FDOT) and the MiamiDade Expressway Authority.
Luciano’s career spans leadership roles across the United States, Europe and Africa, where he directed financial operations for complex civil engineering projects funded by international development agencies. Prior to MasTec, he held positions including Group Controller and Financial Controller for Stirling International Civil Engineering Group, overseeing consolidated financial reporting, global budgeting, restructuring initiatives and multicountry project finance in regions such as Kenya, Italy, the United Kingdom, Tanzania, Uganda and Malawi.
His expertise includes treasury management, cost control, financial planning, corporate compliance and navigating the financial dimensions of largescale infrastructure programs. Throughout his career, Luciano has been recognized for implementing effective financial systems, ensuring accuracy and transparency in reporting and supporting the successful delivery of major civil works.
Luciano holds a degree in Economics and Statistics from the University of Florence and is a longstanding member of the Construction Financial Management Association.
With more than 26 years of experience in heavy civil and highway construction, Brent Marley, P.E., serves as Vice President of Project Management at MasTec Civil, LLC. Since joining the company in 1999, he has played a pivotal role in delivering major transportation, roadway, bridge and infrastructure projects across the Southeast and beyond.
Brent brings extensive expertise in limited access roadway construction, complex interchange improvements and multimodal transportation systems. Known for his deep technical knowledge and commitment to practical, safe and effective Maintenance of Traffic (MOT) operations, he is widely respected for managing challenging projects while ensuring the safety and mobility of the traveling public.
Over the course of his career, Brent has overseen or contributed to dozens of high profile projects, including major FDOT, MDX, SCDOT, TDOT, SFWMD, municipal and aviation infrastructure programs. His project portfolio includes largescale interchange upgrades, pedestrian bridges, emergency response operations, roadway widenings and major bridge replacements, several exceeding $100 million in value. His leadership experience spans roles as Project Engineer, Superintendent, Estimator, Project Manager, Director of Engineering, Construction Manager and now Vice President.
Brent holds a Master of Engineering in Civil Engineering, a Bachelor of Science in Civil Engineering and a Bachelor of Design in Architecture, all from the University of Florida. He is a licensed Professional Engineer in Florida (License No. 66889) and is certified as a Traffic Control Supervisor through the American Traffic Safety Awareness Association.

With more than 33 years of experience in the engineering and construction of major civil and infrastructure projects, Adriano Volpi serves as Vice President and Director of Construction Operations at MasTec Civil. His extensive background spans complex designbuild programs, alternative delivery methods and largescale transportation and bridge projects across Florida, the United States and international markets.
Adriano is recognized for delivering high profile projects on time, within budget and to the satisfaction of owners including the Florida Department of Transportation (FDOT). His handson expertise covers every aspect of project delivery, from civil and structural design to field construction management, quality assurance, safety oversight, engineering staff leadership and coordination of large production crews. He brings specialized knowledge in bridge construction, including significant experience with bridges over water and projects requiring challenging aesthetics, complex staging, utility coordination, ITS installations and emergency response operations.
Over his career, Adriano has contributed to a diverse portfolio of major infrastructure programs, including the I895 Richmond Connector, multiple FDOT interchange and widening projects, major designbuildfinance initiatives such as the Palmetto SR 826/836 program in Miami and a $1B P3 infrastructure program in Colombia. His work also includes significant roles in emergency response operations, major highway widenings, pedestrian bridges, tolling infrastructure, expressway expansions and waterway related bridge replacements.
Adriano holds a Bachelor of Science in Civil Engineering (Hydraulics) from Universidad de los Andes in Bogotá, Colombia, and is certified at the Advanced MOT (Maintenance of Traffic) level. He is fluent in three languages and completed early academic research on bridge pier foundation erosion at the Università degli Studi di Perugia in Italy.
